Backflow Prevention Program

 

Overview

Crestview Mutual Water Company is committed to protecting our public water system from potential contamination. As of July 1, 2024, the State Water Resources Control Board implemented the Cross-Connection Control Policy Handbook (CCCPH) to ensure safe drinking water. To comply with this regulation, Crestview has partnered with Backflow Solutions, Inc. (BSI) to manage our Backflow Prevention Program, effective July 1, 2025.

Ventura County Environmental Health Division (VCEHD) will no longer oversee backflow prevention assembly (BPA) testing or accept test reports. Instead, all BPA test results must be submitted through BSI's online portal at bsionline.com.

 

Requirements

Backflow prevention devices are required for properties with potential hazards, such as irrigation systems or swimming pools. Crestview ensures these devices are installed where needed, tested annually, and properly documented per state regulations.

 

Testing Process

  • Certified Testers: Only AWWA-certified BPA testers enrolled with BSI can perform tests in Crestview’s service area. Testers must create an account at bsionline.com.

  • Testing Reminders: BSI will send annual testing reminders to customers with backflow devices.

  • Submitting Results: Test results must be uploaded to BSI’s online portal.

Failure to comply with testing and reporting requirements may result in termination of water service.
